wind projects. The details of Nathalie Kosciusko-Morizet. Remember

J e you mentioned recently intervention Nathalie Kosciusko-Morizet , Minister of Ecology and Sustainable Development at the session of questions to the government on bidding wind. Find below the transcript of his remarks on the subject.

Call for proposals for wind turbines

" Mr. Chairman. call Daniel Fidelin for the group of the Union for a Popular Movement.

Daniel Fidelin. Madam Minister for Ecology, Sustainable Development, Transportation and Housing Package "energy-climate" has been adopted under the French Presidency of the European Union, by all 27 Heads of State at the European Council of 11 and 12 December 2008 and approved by Parliament.

We welcome this plan which aims, by 2020, reduce by 20% reduction in greenhouse gas emissions, a 20% reduction in energy consumption and increase 20% share of renewable energies.

For France, the share of renewables in total energy consumption will rise to 23%. This ambitious goal, we know, is based primarily on the development of wind energy for 25,000 megawatts, including a commitment for 6000 megawatts of offshore wind - objective proposed by the parliamentary commission and confirmed by 2 of the Grenelle environment.

For several months, manufacturers have launched studies and consultations conducted with real politicians, associations, environmental protection and fishermen. Whole territories await with great interest the Government's decisions.

Minister, while President of the Republic spoke about it this morning in Nantes, can you tell the national representation which sites have been selected to host the offshore wind farms and their power? In fact, can you tell us the card itself prone areas? Can you also confirm the launch of the first call for proposals?

I would remind you, Madam Minister, that the cities of Le Havre and Saint-Nazaire for several months working together to provide the industries with the best reception conditions.

Can you tell us more about this call for projects, including its power and its timing? Lastly, how soon can we expect to see the windmills turn off our coasts?

Mr. Chairman. call Nathalie Kosciusko-Morizet, minister of ecology, sustainable development, transport and housing.

Nathalie Kosciusko-Morizet, minister of ecology, sustainable development, transport and housing.
Mr. Fidelin this morning in Saint-Nazaire, before the workers of Chantiers de l'Atlantique, the President of the Republic has announced the launch of the wind at sea with the Prime Minister, the Chief the state has retained the most ambitious of the options for a 3000 megawatt power.

Five sites were selected: Tréport Dieppe, Fecamp - in your constituency - Courseulles-sur-mer, Calvados, Saint-Brieuc and Saint-Nazaire. Everything will go very fast: the Prime Minister hoped that the specification of this first call for projects to be put to consultation within fifteen days.

It is primarily a victory for the environment: offshore wind power is one of the most "décarbonnées" and it offers excellent performance. It is also a victory for green employment. The Grenelle is a source of industrial jobs, jobs workers in France. The President of the Republic this morning evoked the figure of 10 000 direct jobs.

Under the authority of the Prime Minister, we remain very vigilant to ensure that the specifications loads of tender incorporates good criteria to bring out an industrial sector in France. France has everything to become the world leader in offshore wind energy.

Finally, sir, this is a victory of the Grenelle Environment Forum, a victory over the "climate skeptics" and the "Grenello skeptics" who are united in their fight A victory over all those who claim that the Round Table is no point, argue that since the economic crisis, its implementation is too expensive, those who predict it will not be applied. Ladies and gentlemen, the launch of the offshore wind brings them the best and most clear denials. (Applause from several benches of the UMP.)

François Loncle is wind! "

Best Position To Look At Hymen

questions to the government's January 25, 2011.

L a meeting on current issues in government is traditionally an occasion for parliamentarians to question the government on subjects which, although not being the immediate object of a statute, attract the attention of parliamentarians. The meeting takes place Tuesday at the National Assembly while that takes place on Wednesday in the Senate. In the question session of Tuesday, January 25, 2011 was no exception to the rule, we particularly note three themes that have particularly attracted the attention of the public and the media these days:
- health and work Picks and through the support of the hardship;
- education following the day of action last Saturday;
- and finally, the call for tenders on wind power at sea

Tunisia.
Three questions that are not forgetting the other subjects since Michele Alliot-Marie was again questioned about Tunisia and the extent of cooperation in public security between Tunisia and France. On this point, the Minister wished off the controversy over his remarks and reiterated that the police cooperation between France and Tunisia was limited to Interpol.
Despite its awkward about, it should also remind that the French police do not seem to have the same attitude vis-à-vis Tunisia that ministers of the current government. We must indeed remember that these are French customs that have prevented the supply of material security in Tunisia in properly exercising their profession. How to remember that democracy begins with the people.

health and work.
Before addressing the merits of Xavier Bertrand responses to questions put to him, it is worth dwelling on the general attitude and tone of the minister. In his statement during this session of questions to the government, Xavier Bertrand has a disdain that most surprisingly for a minister. Not thrown by the questions put to him, the minister has demonstrated a language of solid oak wood worthy of inclusion in the annals of the Palais Bourbon. Referring to the years Jospin, Mitterrand years to see the minister continuously diverted attention by sending the ball into the opponent.

recovering Do not question the matter of the Mediator, he addressed the topics of subsidized jobs and strain at work, replies ... surprising to members.
on subsidized jobs, the Government intends to reform the current system is as follows:
a 1-year renewable contract and helped up to 90% for 26h/semaine; and replaced by a new system : a 6 month contract nonrenewable helped up to 70% for 20 hours per week.

The obvious goal of this reform is to reduce the cost of a device source of many abuses by employers which paradoxically also includes the State (which helps himself so). However, in a context where the recovery of the economy is particularly fragile, it is worth asking whether this abrupt transition is appropriate. It would have been interesting to consult the unions on the subject, which in this case does not appear to have been the case.

Another subject, taking into account the hardship in retirement. We remember when voting the text on pensions that the government had to allow the adoption of the law, promised to make concessions on the hardship. On the occasion of the presentation of a draft decree on the subject that the question is in the news. The project in question provides a particularly complex procedure for people suffering from hardship between 10% and 20% disability.

In short, if an employee wishes to retire at 60 because of hardship, he will enter a committee in which employees would not be represented so that we can verify that its failure was the consequence of exercise of his professional activities. Because yes, the hardship will not result always the opportunity to retire at age 60, he will apply for the consideration of the hardship and then move a series of legal obstacles to finally be right. Suffice to say that many employees discouraged by the length and the potential cost of this procedure will give up and still work up to 65 years. The proposed scheme was already unfair that proposed in the draft decree is simply unacceptable and has been vigorously denounced by the social partners.

Education.
Saturday, teachers and parents of students were mobilized to denounce the current situation in the education sector. Asked about the difficulties new teachers under the system of mastering, Luc Chatel, Minister of National Education huddled on the government bench seemed far removed from reality.

Most striking was the bronce of UMP deputies at the intervention of a Socialist member reporting the testimony of a young teacher of 25 who have not benefited from the training period and a professor who finds himself bombarded principal in a school in ZUS (sensitive urban zones) without discharge schedules for his first job. Questioning the effectiveness Luc Chatel mastering and the solutions that the Government intends to implement to alleviate the mass defections of young teachers, the minister has found it ironic that the socialists meet the idealized past. Giving the changes to his colleague and fellow Xavier Bertrand, Luc Chatel said that given the inefficiency of the French school system, the Socialists had no lessons to give and that progress required the mastering.

progress is often invoked to justify maintaining an ineffective device. Yet experience has repeatedly shown that progress is not inconsistent with listening and taking into account the expectations of staff. Best reform is truly effective if it combines the hard way. In any event, it is far from true for mastering.

Wind offshore
Finally! After numerous delays, the government bid on offshore wind has finally been announced by Nicolas Sarkozy during his speech at St. Nazaire by Chantiers de l'Atlantique. Asked about the subject by a member of the majority, Nathalie Kosciusko-Morizet recalled the main lines of government projects in this area. Specifically, five areas are retained in the Northwest and West for a power of 3000 MW. Compared to the more than 10 areas considered, is low. It should be noted however that the power per park, she was substantially revised upwards. A blessing in disguise would be tempted to say except the fact that many are conducive recalibrated, which prejudge sore the bright future of the sector in France.

Obviously, nothing on the project located between the islands of Noirmoutier and Ré, yet alone to seek the agreement of fishermen and local politicians. For the record, that this project had costs photomontage technique of M. de Villiers that the president had sent a letter in which he clearly indicating that the project was buried.

Finally, it should also raise an important point. If there is bidding, in fact, all are already filled. Indeed, those areas are already the subject of many steps on the part of operators on the niche offshore wind like the wind Tréport already well underway. This reality does not seem foreign to the willingness of government to move quickly in the publication the relevant specifications. The goal is that the first offshore wind before turning the presidential election.

Remember.
If we could get some clarification on projects long overdue, it is clear that the Government did not learn from its recent failures. Election year and preparing for president, 2011 could be the opportunity to drop some weight, even if only to avoid an election defeat in March's cantonal and Senate to follow. And what, besides the historical high risk Tipping the Senate left. A few months before the presidential elections, there will be a little more complicated to appear as the president of reform while at the same time, the bills are stalled before the Upper House.

Will Scorpio Man Call

"There is much to do for human rights in China"

currently on an official visit to the United States, the President of the People's Republic of China has launched this little phrase that careful observers will not fail to comment: "There is much to do for human rights in China. " In these few words, one can identify two points: the opening of a debate among Chinese elites on the said issue and secondly, the sign in reality little has changed.

A debate within the Chinese elite.
The position was expressed by Hu Jintao shows one thing: there is a debate within the Chinese elite for a relaxation on the issue of human rights. For the Chinese government, increased social unrest, strikes and repeated suicide in factories like those in the factories of Foxconn, the subcontractor manufacturer for Apple, are a source instability of growing concern. Also, an opening in terms of trade union rights that would allow workers to ease tensions cutting off an important source of instability in Chinese society.

It reflects an increasing openness of Chinese elites to the idea that a relaxation on the issue of human rights might be less problematic for power than we think. An opening would also have the advantage of satisfying the West by diverting his attention from other more sensitive issues such as protection of intellectual property or the existence of practices anti-competitive despite the accession of China to the WTO.

A sign not far from one.
If this sentence is encouraging, we must not forget that far from being a breakthrough, it is a sign that things "could" change. Yes, "could"! Because, in practice, this evolution is far from assured. President Hu Jintao is certainly the head of state but he is not alone decide the destiny of China. The Chinese executive is far from being composed of one person. Hu Jintao is part of a committee that was nicknamed "the seven emperors" who are far from agreeing among themselves. Hu Jintao wants a relaxation but in this committee, others are adamantly opposed. In fact, it is therefore the status quo that apply in the absence of agreement between them.

The Chinese press has also not relayed this little sentence dropped by the Chinese head of state. Should therefore take these words just for what they are: it is a sign, just a sign that the situation on human rights in China is being debated within the Chinese executive.

And then?
Far from being the only hope the advanced West, but not a trivial matter, this evolution is not the fruit of continuous efforts of Western or a turn of events but rather a need to be dictated by the situation inside the country, required to maintain the power of the Chinese Communist Party. As shown by the recent "Jasmine Revolution" is the economy that dictates whether or not the maintenance of a political regime in power whatsoever. Communists Chinese, who have based their growth on an economic model highly unequal, are in the process of awareness. And in particular, that if things continued this way, their days were numbered. However, their only goal is just to stay in power as long as possible. Their actions are based solely on that goal and if that means concessions on human rights; well, so be it.

Unlock Cities And Knights

bar on the right!

On Wednesday morning, Sophia Aram who took over the slot of humor where previously officiated Gerarld Dahan, has signed a ticket acid and combative on the guest the day, a certain Jean-Marie Le Pen.

An attitude combative.
In this column, we will retain substantially the following sentence: "Jean-Marie Le Pen, you will remain as the thermometer stuck in the ass of the French to measure the degree of xenophobia." Needless to say that the thing has no more to the individual.

can also find his interview with Patrick Cohen into two parts, here:

and there:

This recalls another chronicle of one of the predecessors on the edge of humor Inter Stephane Guillon.

A change in strategy required.
This chronic pugnacious inspired at least for the method used as very effective by Bernard Tapie to fight Jean-Marie Le Pen. If Bernard Tapie is not a model of virtue, his method to fight against the National Front is quite efficient. In short, this is not to be placed on the ground of reason but to be blunt, sometimes brutal and a bit daunted by the irony Frontists arguments. Here also, the video in question.

All this comes against the background of the rise of extreme right in the intentions of opinion. At 2 months of cantonal, the fact is disturbing but not inevitable. In 2007, Nicolas Sarkozy had backed a tightening of his speech to the National Front empty of substance. Unsurprisingly, and once the communication effects dissipated, voters returned to where they had left. Worse, the arguments of the National Front were infused into government policy. A change which Hortefeux and his two convictions in court are the shining symbol.

In the future, fighting tooth and nail.
The newspaper Le Monde published today on seduction ever wider exercised by the National Front. It would be wrong to believe that this is just a flash in the pan. In this context, the result of the National Front in 2007 appears more like an accident than anything else. We remember that in 1995, Jean-Marie Le Pen scored around 15%. Seven years later, even Le Pen qualified for the second round with a little over 17% of the vote. In 2007, his score has reached 10.44%. During 3 years, the settlement of the National Front presaged a real decrease the influence of the extreme right. Alas, the 2008 crisis and the policy of increasing inequality introduced by Nicolas Sarkozy has made the increase. It should be remembered because of the scores of the National Front in 2010 at the regional, where Jean-Marie Le Pen and his daughter have exceeded 20%.

More than ever, therefore, is a fierce battle that must be delivered to combat the National Front.

Pokemon Ruby Gameshark 99 Rare Candy

Ouattara, the press conference.

C rd Thursday, Alassane Ouattara, President Elect of the Ivory Coast gave a press conference. In the current interregnum marked violence by supporters of Laurent Gbagbo and mercenaries, and while the attempts at mediation does not seem to be working, his speech was expected. The challenge: to know its position, the concessions would be willing to do as well as planned developments.

The position of President Ouattara.
If Laurent Gbagbo President considers it with due observance of the Ivorian constitution, as it tries to convince the world without success, Alassane Ouattara demand the immediate departure of his predecessor.
For the president-elect, the Ivorian constitution was not respected because the Constitutional Council has not complied with the results that have been transmitted. The invalidation of the results in 5 counties in North and East of the country for fraud was carried out with total prefects' reports stating that the election would have gone well. Moreover, these operations have been validated by the ICC (integrated command center of Côte d'Ivoire).

The constitutional decision would therefore result simply illegal.
To this the President added that Ouattara Laurent Gbagbo's supporters being present in the IEC (Independent Electoral Commission), the results that it has proclaimed are indisputable.

Accordingly, and in response to proposals for a recount or third round, Mr. Ouattara is between a non-firm and final. His position is that elections have had under the right conditions and results which have proclaimed, there is no dispute. A position he sums up "The electoral process has ended. Laurent Gbagbo must go. "

In this press conference, it is clear that concessions Ouattara clan are possible but limited. Limited to President Gbagbo, and to a lesser extent his family, once it has left power. Alassane Ouattara and opts for a strong stance and does not give respite to Laurent Gbagbo knowing full well that he plays for time.

What next?
The question was on everyone's lips was: Will there be an armed intervention?
In the current situation, this option is not considered likely by President Ouattara. It would be considered only if end but did not clearly favors. And mention the leak of Laurent Gbagbo in 2000 in a car trunk to escape the dictatorship of General Guei and specify a new leak in this way would be for the opportunity for Gbagbo to cover the shame he deserves. Instead, therefore, Alassane Ouattara would opt instead for increased pressure on the clan Gbagbo by increasing the penalties targeted. This position is clearly reasonable to hope against the Gbagbo that focuses on indirect military action to endorse the status of martyr.

By refusing military intervention, Alassane Ouattara also aims to keep the support of the Ivorian people who, if military intervention would inevitably be the most affected. However, President Ouattara warned that officials would continue to work with the "ghost plan" of Laurent Gbagbo would be legally sanctioned and could lose their jobs.

Conclusion.
The current situation and complex and requires a special diplomatic skill. On the one hand, Laurent Gbagbo is trying to pose as a victim of the foreign policy of France and defender of Ivorian institutions. On the other, Alassane Ouattara maintains a firm position but does everything to avoid a bloodbath that would hurt its early mandate. He denounced the move as the climate of fear is ruling Laurent Gbagbo in the administration and the Ivorian population. If the situation seems hopeless, there are however a few cracks in the camp of Laurent Gbagbo. If the fall of the latter is far from assured, this signal may be the hope that crisis peacefully is possible.
