
Call for proposals for wind turbines

Daniel Fidelin. Madam Minister for Ecology, Sustainable Development, Transportation and Housing Package "energy-climate" has been adopted under the French Presidency of the European Union, by all 27 Heads of State at the European Council of 11 and 12 December 2008 and approved by Parliament.
We welcome this plan which aims, by 2020, reduce by 20% reduction in greenhouse gas emissions, a 20% reduction in energy consumption and increase 20% share of renewable energies.
For France, the share of renewables in total energy consumption will rise to 23%. This ambitious goal, we know, is based primarily on the development of wind energy for 25,000 megawatts, including a commitment for 6000 megawatts of offshore wind - objective proposed by the parliamentary commission and confirmed by 2 of the Grenelle environment.
For several months, manufacturers have launched studies and consultations conducted with real politicians, associations, environmental protection and fishermen. Whole territories await with great interest the Government's decisions.
Minister, while President of the Republic spoke about it this morning in Nantes, can you tell the national representation which sites have been selected to host the offshore wind farms and their power? In fact, can you tell us the card itself prone areas? Can you also confirm the launch of the first call for proposals?

Mr. Fidelin this morning in Saint-Nazaire, before the workers of Chantiers de l'Atlantique, the President of the Republic has announced the launch of the wind at sea with the Prime Minister, the Chief the state has retained the most ambitious of the options for a 3000 megawatt power.
Five sites were selected: Tréport Dieppe, Fecamp - in your constituency - Courseulles-sur-mer, Calvados, Saint-Brieuc and Saint-Nazaire. Everything will go very fast: the Prime Minister hoped that the specification of this first call for projects to be put to consultation within fifteen days.
It is primarily a victory for the environment: offshore wind power is one of the most "décarbonnées" and it offers excellent performance. It is also a victory for green employment. The Grenelle is a source of industrial jobs, jobs workers in France. The President of the Republic this morning evoked the figure of 10 000 direct jobs.
Under the authority of the Prime Minister, we remain very vigilant to ensure that the specifications loads of tender incorporates good criteria to bring out an industrial sector in France. France has everything to become the world leader in offshore wind energy.
